Anthrax Mail Mystery Won’t Be Solved:
F.B.I.’s Hands Tied From Above
Sandpoint, ID — In an effort to help
solve the anthrax mail mystery one
behavioral science and public health
expert has advanced a viable, yet
unspeakable, “industrial espionage”
theory. Despite forwarding evidence
to more than 1,500 F.B.I. personnel and
every member of Congress in
recent weeks, the resulting avoidance of
his controversial theory has
angered political observers, grassroots
activists, and news investigators
alike. It is becoming increasingly clear
that F.B.I. officials may be
politically incapable of solving the
case given the “back off” orders
they received from the Bush
administration.
The Harvard-trained
investigator, Dr. Leonard Horowitz, has
used the
F.B.I.’s own methods and materials in
the past for tracking serial
killers. He has published numerous books
and scientific articles
specifically in the field of criminal
investigations concerning cases in
which people have spread HIV—the AIDS
virus—as biological weapons to
frighten and kill victims. Since October
1, two weeks before the first
anthrax mailing, he has called on the
nation’s chief law enforcement
bureau to simply do its job. Officials
have yet to respond, pursue his
leads, or solve the mystery.(1, 2)
“A serial killer’s
motivation is always paramount in every
search and
profiling of suspects,” Dr. Horowitz
explains. Suddenly, F.B.I. officials
seem uninterested in this criminology
fundamental. “Even on television,
homicide investigators begin by asking
who profits most by murder.
Closest kin and wealth recipients are
typically scrutinized. So why
haven’t official investigators, or the
mainstream media, held anthrax and
smallpox profiteers up to this customary
scrutiny? Some chief suspects
are even operating near Trenton, NJ
where the anthrax letters
originated.”
Dr. Horowitz begs the
question, “Why, with more than two
dozen
biologicals to choose from in state-run
weapons laboratories, has
America’s incessant focus been limited
to
anthrax and smallpox threats? Could the
drug-makers who produce the only
state-sanctioned remedies for these
agents be economically and
politically related to policy-makers?”
Apparently they are,
according to mounting evidence.
Dr. Horowitz explains
that standard F.B.I. serial killer
investigations,
like that of “Unibomber” Ted
Kaczynski, who sent explosives through
the
mail, are supported by analyzing the
“developmental histories” of
suspects. He asks, “Might the
histories of implicated drug
companies,including those that are
demanding court warrants for F.B.I.
access to their labs, reflect those
historically linked to murder, or
even mass genocide?”
Developmental History
In fact, the only FDA
endorsed anthrax antibiotic, Cipro, and
government
purchased smallpox vaccine, are products
of companies that evolved
directly from Germany’s infamous WWII
military-industrial cartel—I.G.
Farben. Cipro is produced by Bayer AG,
while the smallpox vaccine’s newly
formed producers are Acambis (previously
OraVax), partnered with Baxter
and Aventis—created in 1999 by parent
companies Hoechst and
Rhone-Poulenc. All have severely jaded
histories.
Bayer and Hoechst were
two of “The Big Three” companies
formed following
the “decartelization” of I.G. Farben.
The CIA immediately took over their
corporate headquarters in Frankfurt,
which had curiously escaped allied
bombings. Historians explain that the
Farben complex had been protected
by military officials obligated to John
D. Rockefeller’s Standard Oil
Company—half owner of the Farben
cartel.(3)
Soon after the CIA
began operations in the Farben building,
Bayer and
Hoechst were reorganized in 1951 under
the direction of the Allied High
Commission, largely influenced by U.S.
High Commissioner John J. McCloy—a
lawyer and banker from Philadelphia,
with intimate ties to Rockefeller
banking and oil interests. After “decartelization,”
the I.G. Farben labor
camps were consolidated into “The Big
Three” holding companies—Bayer,
Hoechst, and BASF—for the benefit of
the stockholders.
Hermann Schmitz,
president of Bayer A.G and I.G. Farben
during WWII, who
also largely directed the Deutsche Bank,
“held as much stock in Standard
Oil of New Jersey as did the
Rockefellers,” according to former CBS
News
war correspondent Paul Manning who
thanked CIA director Dulles for his
historic accounts. On August 10, 1944,
the Rockefeller-Farben partners
moved their “flight capital” through
affiliated German/French, American,
British and Swiss banks “for the new
Germany,” according to Manning. This
secured “the sophisticated
distribution of national and corporate
assets
to safe havens” thoughout the world,
and assured the continuation and
further development of the
“Neuordnung” (new order) for both
globalpetrochemical-pharmaceutical and
banking cartels.(2)
Historic records
showed in the legal battle of Standard
Oil (NJ) et. al
v. Clark, in 1947, that U.S. Circuit
Court Judge Charles Clark found this
“unholy alliance” between
America’s wealthiest company and the
Farben
cartel was nothing short of “an enemy
national.” The judge wrote that the
Rockefeller plaintiffs “became enemy
nationals [i.e., traitors] after the
outbreak of the war, since their
concealment of I.G. assets continued
thereafter.” Such underhanded
manipulations for war profits prompted
President Dwight D. Eisenhower, in his
Farewell Address to the Nation in
1961, to urge diligence regarding the
“military-industrial complex” and
“the potential for the disastrous rise
of misplaced power.”(3)
More Modern Machinations
In 1998, a lucrative
defense department contract was granted
to a new
company, Bioport Corporation, for the
production of a largely untested
anthrax vaccine. The firm was formed
principally by Saudi financier Fuad
El-Hibri, reportedly connected to Bin
Laden family businesses and
investments. Bioport’s predecessor,
the failing Michigan Biologic
Products Institute (affiliated with
Michigan State University) failed to
secure FDA approval on their anthrax
vaccine for several reasons,
including excessive contaminations and
poor record keeping. Others
joining El-Hibri on the Board of
Directors of Bioport included Reagan
staffer and Clinton advisor Admiral
William J. Crowe, Jr., former
Chairman of the Joint Chiefs of Staff,
and Senior Advisor for Global
Options—an industrial think tank whose
members included former Director
of Central Intelligence, R. James
Woolsey. In recent years Mr. Woolsey
has been a leading financial consultant
who lectures extensively on
“industrial espionage.”(4)
Howard L. Rosenberg of
ABC NEWS reported in March, 1999, that
Bioport’s
exclusive $29 million contract with the
U.S. Department of Defense to
manufacture, test, bottle and store the
anthrax vaccine was overtly
specious. “According to former Central
Intelligence Agency military
analyst Patrick Eddington, the estimated
$60 million worth of anthrax
vaccine Bioport is expected to produce
for the Defense Department over
the next five years could just be the
beginning. The Pentagon has a $322
million, 10-year program to develop at
least three, and perhaps as many
as a dozen additional biological warfare
vaccines. . . . These have never
really been tested, and most
importantly, no one has provided data to
validate the threat."(5)
Another major
stockholder of Bioport, Corp, according
to Chicago judicial
system investigator Sherman Skolnick and
others (6,7), is The Carlyle
Group—a $12 billion private investment
firm and the 11th leading defense
contractor. This group’s Chief
Executive Officer, Frank C. Carlucci,
III,
was a key CIA operations director in
Sub-Saharan Africa at the time AIDS
broke out, and was National Security
Advisor during the Iran-contra
scandal. Other Carlyle Group officials
include former cabinet members of
the George H.W. Bush administration such
as Secretary of State James A.
Baker, III, and members of the Bin Laden
family.
Mr. Baker and the
senior Bush are likewise linked to
another experimental
vaccine producer—Tanox Biomedical
Systems of Houston, Texas. This Baylor
College of Medicine affiliated lab is
currently a defendant in a class
action lawsuit filed on behalf of
Huntsville, TX prisoners and civilians
who received Mycoplasma contaminated
vaccines and resulting infections.
Their diseases are astonishingly similar
to those seen in the Gulf War
Syndrome, even though their vaccine
experiments began years before
Operation Desert Storm.(8)
Updating the
international intrigue visiting these
military vaccine
producers, according to the Wall Street
Journal, (Sept. 28, 2001), "The
father of President Bush, works for the
bin Laden family business in
Saudi Arabia through the Carlyle Group .
. ."
Exposing the Bioterror
Cartel
There is a the strong
probability that today’s widely
heralded biological
threats such as smallpox, though
potentially real, may be orchestrated by
multinational corporations and best
reflect industrial espionage
activities. The media targeted anthrax
mailings that have effectively
“wagged the dog” for drug-maker
profit is a classic example of this new
form of bioterrorism and
military-medical profiteering.
Retired L.A. Police
Department
investigator-turned-journalist Michael
Ruppert agrees. He has published
numerous articles implicating Bush
administration and CIA officials in
profit- making from various forms of
terrorism following September 11.
Reinforcing the Carlyle Group
connection, Mr. Ruppert wrote that
“The senior Bush had met with the Bin
Laden family at least twice in the last
three years—1998 and 2000—as a
representative of Carlyle, seeking to
expand business dealings with one
of the wealthiest Saudi families, which
some experts argue, has never
fully severed its ties with black sheep
Osama.”(7)
The political strength
and identity of these unsavory parties
connected
to Bush and Bioport, and possibly other
recently formed vaccine and drug
companies conveniently positioned and
illegally contracted to take
advantage of anthrax and smallpox “bioterrorism,”
bodes badly for the
FBI. The bureau’s apparent
unwillingness to follow Dr. Horowitz’s
anthrax
mailing leads is best reconciled by the
following facts. According to a
recent BBC report instigated by
investigative reporter Greg Palast for
Britain’s premier Sunday Newspaper,
The Observer, “FBI and [U.S.]
military intelligence officials in
Washington say they were prevented for
political reasons from carrying out full
investigations into members of
the Bin Laden family in the US before
the terrorist attacks of September
11. . . . [T]he FBI files were closed in
1996 apparently before any
conclusions could be reached on either
of the Bin Laden brothers . . .
They said the restrictions became worse
after the Bush administration
took over this year. The intelligence
agencies had been told to ‘back
off’ from investigations involving
other members of the Bin Laden family,
the Saudi royals, and possible Saudi
links to the acquisition of nuclear
weapons by Pakistan. ‘There were
particular investigations that were
effectively killed,’” F.B.I. and
intelligence officers in Washington told
the BBC.(9)
Conflicts of Interest,
Illegalities, and Lies
Recently, according to
Dr. Sidney M. Wolfe, health director at
Ralph
Nader’s Public Citizen Health Research
Group, illegal meetings have been
conducted between Bush administration
officials, including Secretary of
the Department of Health and Human
Services (HHS), Tommy Thompson, and
principals of the Pharmaceutical
Research and Manufacturers of America
(PhRMA). Their covertly managed
Emergency Preparedness Task Force, in
violation of federal transparency laws
for such decision-making bodies,
is touting orders for enough drugs and
vaccines to protect every American
against the threats of anthrax and
smallpox. The PhRMA task force is
directed by Aventis executive and
anthrax mailing conspiracy suspect
Richard Markham.(10)
Apparent illegalities
did not deter Secretary Thompson from
ordering more
than $100 million worth of Bayer’s
Cipro, at the “bargain price” of
$.90
per tablet when other companies offered
equally effective and lower risk
substitutes for a few pennies each, and
then for free. On October 25,
2001, Mr. Thompson also asked Congress
for another $500 million to
produce enough of the Acambis/Aventis
smallpox vaccine “so every American
will be assured there is a dose with his
or her name on it if it is
needed.” This, despite CDC official
admissions that people already
vaccinated probably shouldn’t take it,
and the smallpox vaccine will
require extensive testing.(11,12)
Meanwhile, much like
Bioport, Acambis’s suspicious
evolution in recent
months from the failing OraVax
corporation has many observers
wondering.(13) OraVax had been likewise
linked to shady backroom dealings
with Clinton administration officials in
1998 regarding government orders
for the (yet to be tested) West Nile
Virus vaccine. His prophetically
titled book released in June, Dr.
Horowitz’s Death in the Air: Globalism,
Terrorism and Toxic Warfare (Tetrahedron
Publishing Group;
1-888-508-4787) recorded a stealth
meeting between Dr. Thomas Monath, the
Vice President of OraVax (now Acambis),
President Clinton, Janet Reno,
CIA Director John Deutsch, and American
Type Culture Collection (ATCC)
curator Dr. Joshua Lederberg, a former
Rockefeller University President
and Council on Foreign Relations
bioterrorism study group leader. (14)
“What concerns me is
not that a business deal was struck,
albeit
illegally,” Dr. Horowitz said, “but
that Dr. Lederberg had falsely
assured the American military and public
that no biological weapons were
used during the Gulf War despite his
knowledge that the ATCC, under his
watch, sent nineteen shipments of
various strains of anthrax suitable for
weapons production to Sadam Hussein in
the years leading up to Desert
Storm, and that tens of thousands of
vets may have suffered and died from
Gulf War syndrome as a result. These
people, largely directing the public
health response to bioterrorism, are
completely untrustworthy.”
Dr. Horowitz’s
allegations are documented in the U.S.
Congressional
Record from Don Reigle’s committee
hearings concerning Gulf War syndrome.
The Reigle report exposed ATCC as the
chief supplier of biological
weapons strains to virtually anyone with
a lab, including pharmaceutical
companies.(15) Since the mailed anthrax
strain is certified American, it
likely originated from ATCC.
So when the New York
Times (November 9, 2001) reported ATCC
vice
president Nancy Wysocki saying, “We
have a very close working
relationship with many of the federal
agencies, including the FBI,” the
“conspiracy of silence” Dr. Horowitz
was witnessing made even more sense.
“It’s not
particularly reassuring that the F.B.I.
and the ATCC have a
“close working relationship,” Dr.
Horowitz said. “Nor am I pleased to
learn that the new delinquent biotech
firms are financed by Bush and Bin
Laden family members and associates.
This does explain, however, why even
after hand delivering urgent requests
for bureau officials to investigate
these white-collar criminals for
possible industrial espionage in the
anthrax mailings, they never had the
courtesy to respond.”
“Federal Bungling
Incompetents” or Pawns in a Global
Game
In fact, Dr. Horowitz
initially hand-delivered a memo to his
regional
F.B.I. office on October 1, 2001, almost
two weeks before the first
anthrax letter was sent from Trenton,
New Jersey to the American Media
building in Boca Raton, Florida. His
action was prompted after reading
the Oklahoma City bombing grand jury
investigation, The Final Report,
commissioned by then State
Representative Charles Key. It stated
that
German-based neo-Nazi’s were known to
have “masterminded” both airline
hijackings and U.S. military
installation bombings by the PLO. This
matched what the F.B.I. had reported,
and reinforced the German
connection to what was obviously a Cipro
and smallpox vaccine sales
“scam.” The former was likewise
reported by the Washington Times.(4)
The F.B.I. reported
that the silica-mixed anthrax powder
required
expensive equipment, as well as a
bioweapons savvy microbiologist, to
produce. They had ruled out Islamic
terrorist groups, but not
“state-sponsored” crimes. This
likewise suggested to Dr. Horowitz a
“white collar” gang was behind the
mailings.(16)
The New York Times
(November 11, 2001) also reported that
F.B.I. agents
were denied access to “some
pharmaceutical companies in New
Jersey.”
These companies demanded agents
“present a subpoena before they would
grant access to their files.”(14) Dr.
Horowitz found this additionally
suspicious, if not seriously
incriminating, especially since Aventis,
one
of his primary suspects, had two plants
within forty-five minutes drive
from Trenton.
“I should think that
any company with nothing to hide would
welcome the
bureau’s inquiry,” Dr. Horowitz
said, “especially at this time of
national emergency.” To him the drug
firms’ response seemed like “Gestapo
tactics rather than amiable support.”
“I’ve asked the
F.B.I. to thoroughly investigate the
possibility of
industrial espionage being perpetrated
by Bayer corporate officials as
well as possibly Dr. Thomas Monath, the
Vice President of OraVax/Acambis,
and affiliated officials at Aventis.
I’ve also urged an inquiry into ATCC
curator Dr. Joshua Lederberg, and the
financial interests he represents,
including Rockefeller pharmaceutical and
banking interests,” Dr. Horowitz
said.
The trouble is, in the
real world of power politics, economic
espionage,
and bioterrorism, this level of
investigation and mainstream exposure is
close to impossible.
In recent days bureau
officials said they are closing in on a
suspect for
a breakthrough in the case. Dr. Horowitz
concluded that, “It wouldn’t
surprise me, given the high stakes and
to save face, our intelligence
community would manufacture another Lee
Harvey Oswald. In this new world,
our great American law enforcement
agency, under restraints posed by the
Bush administration and the CIA, has
been reduced to a group of Federal
Bungling Incompetents.”
